Kanji stood atop of a cliff that over looked his town. Takigajure No Sato was a beautiful town hidden from the world behind a massive waterfall. Kanji loved his town but sadly they were not a very strong village. At his desposel Kanji had only a hande full of S ranked Nin,A few more Special jounin,and handfull of jounin and hell he had more chuunin and genin but their numbers were even small. "Well Sate I disagreeistant what shall we do for income,we can not spread to thin for we will be open for an attack.Were open for an attack even when were all here,Our Nin are strong but few. I fear I must leave the village and take on mission my self to stabalize the income of our beautiful town. Don't worry about be Sate I can take care of my self. I may be a young Kage but I am strong."Kanji dove from the cliff into the water below and swam to ease his mind and allow him to think straight. By manipulating the water he could keep himself at the bottom of the water easily . He just sat there thinking.

The Body being used in this thread is  The young female ninja looked at the ninja in the water she knew who he was. He was Kanji leader of the waterfall village pein decided to use this body to talk to Kanji because all his other ones were out scouting. She walked forward out from her hiding spot the sun shone on her all of her piercings shined in the sun. She walked to wards the water and unlike the other bodies her voice was sweet and kind she spoke Excuse me mister Kanji i need to talk to you she stood there at the waters edge waiting for him |

Kanji tilted his head to the side as his eyes darted up and down this female shinobi,her voice was sweet but the piercings she had seemed to balance the sweet out with a "dont test me ill kill you" feeling. Kanji stood,water rolled off of him in a mysterious way it slowly slid down him as if he was sheeding the water like a snake would shed its skin. Kanji once standing walked towards the shinobi and bowed. "How may I be of Assistance"

She watched as then man came from out of the water as he spoke she removed a bag from her cloak the bad was filled with money. I am here to make you an offer a very good offer She opened the bag to show some of the money in there. Pein new to well the waterfall village had money problems and this was the best way to get what he wanted.
My offer comes from the Akatsuki leader Lord Pein wishes for the waterfall and akatsuki to be on the same side to help boost each others power and also the akatsuki are willing to share some of there money with your village to keep it going well She placed the bag back under her cloak and waited for the man to responed

Kanji smiled at the Shinobi,"Well this is interesting,may ask why the Akatsuki would pick my small village for such and offer.We are one of the smallest villages not to mention in many eye's a weak village." Kanji looked at her with the eyes of not just a fellow shinobi but the eyes of a leader concerned for his village."Also if I were to accept what exactly would be the part that we,meaning my village and I,would play in this deal?"

Pein has picked this village for that reason it is small no body would ever think to come here for the akatsuki also they would be more surprised if they ever attacked and the akatsuki were here to fight for you She said brushing some hair away from her eyes the many circles of the Renningan gave her that slite look of sadness. And all that the akatsuki get are a place to call a base in this part of the country so if we ever need to disappear then we can come here as she said this white smoke poofed right next to her and there was standing another person a man he's piercings now shined in the sun to her looked over at the two people. He began to talk Just think your self lucky Kanji it's not everyday Pein deicdes to help a village or in that fact send two people to talk to someone He looked at the girl then at kanji. Pein had to send in another body for some back up support the body that just appeared

Kanji looked at the woman as she spoke and the suddenly another nin who looked like this girl in a sense appeared. "Hmm Two of you huh well Pein must really want this place. But the fact that you will help our economy and with protection please me,I agree" Kanji bowed to the two nin and we he stood straight again he smiled."I thank-you for your help"

The two bodies looked at each other then they both turned away and spoke at the same time I am happy to hear that Kanji the waterfall lead by you and the akatsuki lead by me are now helping each other the bodies walked back into the forest. Pein had gotten what he wanted a new place to call a base

"uhh..yea me two "Said Kanji as the two nin walked away. That was creepy thought Kanji. He left the water and made his way to his office where he would address the public and explain what was gonna happen.How we should treat the akatsuki with respect when they are here and etc..

Kanji had not figured it out the these were two of Pein's bodies almost like puppets that shared his mind oh well he didnt need to know it was not like it would change anything. The bodies vansished in a puff of white smoke

I am a very hands-on kage so yeah anythin?"said Kanji as the two made there way away from Kanji he had finally stepped out of the water and his tone had become very serious.

The bodeis had dissapeared but suddenly the female one repapared "At this moment in time nothing kanji just live ur life normaly i will let u know when we need something" she said this and dissaperead again
